Establishes the Florida Law Enforcement Officers' Hall of Fame administered by the Florida Department of Law Enforcement without state appropriation.

Designates an area on the Plaza Level of the Capitol Building along the northeast front wall as the physical location for plaques honoring inductees.

Requires the Department of Law Enforcement to annually accept recommendations from law enforcement organizations, including the Police Benevolent Association, and transmit selected nominees to the Governor and Cabinet for final selection.

Gives preference in nominations to law enforcement officers who were born in Florida or adopted Florida as their home state.

Authorizes the Department of Law Enforcement to establish nomination criteria, timeframes, and conduct formal induction ceremonies; effective July 1, 2012.
