Renames the "Florida Service-Disabled Veteran Business Enterprise Opportunity Act" to expand eligibility to include wartime veterans and veterans of periods of war, in addition to service-disabled veterans.

Expands the definition of qualifying veterans to include those who served 90 or more days during a period of war, or served during wartime and were discharged for service-connected disability, or served 90 consecutive or aggregate days across multiple wartime periods.

Allows state agencies to award procurement contracts to certified veteran business enterprises when bids are equal in price, quality, and service; when multiple veteran-owned businesses bid, the contract goes to the business with the smallest net worth.

Requires certification applications to include documentation of wartime service from the U.S. Department of Veterans Affairs or Department of Defense, and requires certified businesses to renew certification biennially.

Effective date is July 1, 2012.
