Creates a special instant scratch-off lottery game titled "Ticket for the Cure" to operate from January 1, 2013 through December 31, 2018.

Directs net revenues from the game to fund breast cancer research and services for low-income, uninsured breast cancer victims, with restrictions prohibiting use for overhead, indirect costs, or organizational levies.

Defines "net revenue" as total ticket sales minus prize payouts and actual administrative expenses, and "research" to include detection, prevention, screening, treatment, and clinical trials for breast cancer.

Requires equitable apportionment of net revenues to state universities with medical research facilities to support breast cancer research and services for low-income, uninsured victims.

Prohibits the Department of the Lottery from unreasonably diminishing marketing efforts for other instant scratch-off games while promoting Ticket for the Cure; takes effect July 1, 2012.
