Amends Florida Statutes section 101.697 to require the Department of State to adopt rules authorizing supervisors of elections to accept absentee ballot requests and voted absentee ballots from overseas voters via secure electronic mail.

Removes the requirement that the Department of State first determine whether secure electronic means can be established before authorizing overseas voting by electronic transmission.

Maintains existing security requirements that rules must establish voter verification, transmission security, and recording of each ballot received.

Adds secure electronic mail as an authorized transmission method alongside existing secure facsimile and other secure electronic means.

Takes effect upon becoming law.
