Proposes constitutional amendment to make the Commissioner of Education an elected statewide position and cabinet member, rather than appointed by the State Board of Education.

Increases cabinet threshold for determining gubernatorial incapacity from three to four members and adds Commissioner of Education to cabinet membership.

Restructures the State Board of Education to consist of the governor and cabinet members (instead of seven appointed members), with the Commissioner of Education supervising the public education system.

Adds the Commissioner of Education to the Board of Trustees for the Internal Improvement Trust Fund and Land Acquisition Trust Fund, and includes the position in the Department of Law Enforcement agency head structure.

Amendments take effect January 6, 2015, but apply to the 2014 primary election for Commissioner of Education; requires voter approval at general or special election.
