Establishes the "Deaf and Hard-of-Hearing Children's Educational Bill of Rights" to ensure communication and language needs of deaf and hard-of-hearing children are addressed in educational settings.

Encourages state agencies, institutions, and political subdivisions (including the Department of Education, Florida School for the Deaf and the Blind, and Department of Health) to develop recommendations ensuring deaf and hard-of-hearing children receive quality communication access and services based on their unique needs.

Requires the Department of Education to develop a model addressing communication considerations for deaf and hard-of-hearing students as part of the individual education plan process, consistent with federal Individuals with Disabilities Education Act requirements.

Directs the Department of Education to disseminate the communication model to each school district and provide training as determined necessary.

Takes effect July 1, 2012.
