Establishes a grant program through the Department of Environmental Protection to reimburse local law enforcement agencies for expenses related to collecting and disposing of household pharmaceuticals, conditioned on compliance with departmental rules and state/federal requirements.

Imposes an additional $21 surcharge on convictions for drug possession or sale violations under Florida Statutes sections 893.13, 893.135, and 893.1351, with surcharge payment required as a condition of probation or court-ordered supervision.

Deposits $20 of each $21 surcharge into the Household Pharmaceuticals Collection and Disposal Trust Fund to support the grant program, with the remaining $1 retained by the clerk of court as a service charge.

Takes effect July 1, 2012.
