Raises the minimum age to operate a personal watercraft from 14 to 16 years old in Florida waters.

Requires personal watercraft owners to ensure operators hold a boating safety identification card in compliance with s. 327.395(1).

Mandates that liveries cannot rent personal watercraft to anyone under 18 years of age or who has not completed approved boating safety instruction.

Requires persons delivering boating safety instruction to liveries to complete and pay for a boating safety course approved by the National Association of State Boating Law Administrators and the Florida Fish and Wildlife Conservation Commission.

Establishes second-degree misdemeanor penalties for violations of the personal watercraft operation requirements.
