Proposes a constitutional amendment to Article VIII, Section 6 of the Florida Constitution authorizing amendments or revisions to the Miami-Dade County Home Rule Charter through special law approved by voter referendum.

Requires any bill proposing such a special law to be approved at a meeting of the local legislative delegation and filed by a delegation member.

Updates constitutional references to reflect the county's current name "Miami-Dade County" instead of "Metropolitan Dade County" or "Dade County."

Allows Miami-Dade County voters to approve charter amendments or revisions by ballot vote, notwithstanding existing limitations in the 1885 Constitution.

Amendment must be submitted to Florida electors for approval at the next general election or an earlier special election authorized by law.
