Defines "publicly owned performing arts center" as a facility with at least 200 seats owned and operated by a county, municipality, or special district that promotes performing, visual, or fine arts.

Creates a public records exemption for donor and prospective donor identification information (name, address, telephone number) related to donations to publicly owned performing arts centers if the donor requests anonymity.

Exempts this donor information from Florida public records law (s. 119.07(1)) and the Florida Constitution (s. 24(a), Article I).

Establishes the exemption under the Open Government Sunset Review Act, requiring legislative reenactment to prevent repeal on October 2, 2017.
