Adds subsection (6) to section 175.351 allowing municipalities and fire control districts with their own firefighter pension plans to comply with the law if the municipality and plan members or their collective bargaining representative agree to the retirement benefits or premium tax usage, with retroactive application to agreements effective on or after October 1, 2010.

Amends section 185.02 to revise the definition of "compensation" or "salary" for police officers' pensions, limiting overtime inclusion to 300 hours per year for service earned before July 1, 2011, and prohibiting accrued unused sick or annual leave payments for service earned on or after July 1, 2011.

Adds subsection (6) to section 185.35 allowing municipalities with police officer pension plans to comply with the law if the municipality and plan members or their collective bargaining representative agree to the retirement benefits or premium tax usage, with retroactive application to agreements effective on or after October 1, 2010.

Declares that the Legislature finds a proper state purpose is served by providing fair and adequate retirement benefits to state and local government employees and their dependents, survivors, and beneficiaries in an actuarially sound manner.

Takes effect upon becoming law.
