Amends section 180.191, Florida Statutes, to prohibit municipalities in counties with populations exceeding 1.5 million (based on the most recent U.S. Decennial Census) from imposing surcharges on consumers outside municipal boundaries for water or sewer utility services.

Municipalities in other counties may still charge consumers outside their boundaries rates equal to in-boundary rates plus a surcharge of up to 25 percent, or alternatively charge just and equitable rates with up to a 25 percent surcharge, capped at 50 percent above in-boundary rates.

Allows aggrieved persons to pursue civil action for injunctive relief against municipalities violating the surcharge prohibitions.

Permits prevailing parties in litigation under this section to recover treble damages and reasonable attorney's fees at the court's discretion.

Takes effect upon becoming law.
