Encourages district school boards to adopt written policies allowing public access to outdoor recreation and sports facilities during nonschool hours when no school-sponsored activities are occurring.

Requires district school boards to increase joint-use agreements with local governments or private organizations and establish appeal procedures with the district superintendent if negotiations fail.

Mandates that district school boards submit copies of adopted public access policies or joint-use agreements to the Department of Education within 30 days.

Directs the Department of Education to develop a model joint-use agreement, post all district policies and agreements on its website, and establish grant acceptance criteria for implementing joint-use agreements.

Provides immunity from civil liability for district school boards that adopt public access policies or enter joint-use agreements, except in cases of gross negligence or intentional misconduct; does not apply to injuries during school hours or school-related activities.
