Classifies certain dependent children as residents for tuition purposes at Florida higher education institutions if they are U.S. citizens, lawful permanent residents, or qualified legal aliens whose parents are not citizens or legal residents.

Requires eligible dependent children to attend a Florida high school for 4 consecutive years, enroll in an institution of higher education within 12 months of high school graduation, and submit their high school transcript prior to initial enrollment.

Directs the State Board of Education to adopt rules and the Board of Governors of the State University System to adopt regulations to implement the residency classification requirements.

Changes the Board of Governors' directive from adopting "rules" to adopting "regulations" for implementing the section.

Takes effect upon becoming law.
