Authorizes Fairmont Specialty Insurance Company to pay $10,750,000 to the Guardianship of Eric Brody to be placed in a special needs trust, as settlement compensation for injuries sustained in a March 3, 1998 vehicle collision involving Broward County Sheriff's Deputy Christopher Thieman.

Declares the $10,750,000 award as sole compensation for all present and future claims arising from the incident, including attorney fees, lobbying fees, and related costs, and releases the Broward County Sheriff's Office, insurance company, Broward County Board of County Commissioners, and Deputy Thieman from further liability.

Limits total attorney fees, lobbying fees, and related costs to $400,000 (15 percent of the first $1,000,000, 10 percent of the second $1,000,000, and 5 percent of the next $3,000,000).

Waives or extinguishes Medicaid liens in excess of the sovereign immunity cap relating to Eric Brody's treatment and care.

Takes effect upon becoming law.
