Redefines and adds terms to the fair regulation statute, including new definitions for "annual public fair" and "concession" to clarify the scope of fair association operations.

Requires each fair association to hold an annual public fair and allows associations to license property, grant leases, and rent space for exhibits and concessions to serve educational, agricultural, and charitable purposes.

Establishes that fair associations are noncommercial activity providers exempt from taxation on all money and property used for fair purposes, clarifying that authorized projects, activities, and events serve an essential governmental purpose.

Prohibits fair associations from conducting more than one annual public fair per calendar year and provides procedures for charter amendment, dissolution, and distribution of public funds upon dissolution.

Adds the Department of Transportation to entities authorized to make contributions to fair associations and authorizes state, county, and municipal governments to fund fair-related projects; effective July 1, 2012.
