Appropriates $2 million from the North Broward Hospital District to Denise Gordon Brown and David Brown as compensation for injuries to their son Darian Brown caused by negligence at Broward General Medical Center.

Darian Brown sustained a hypoxic brain injury on January 15, 2000, when he was not delivered immediately despite fetal monitoring showing tachycardia and loss of reactivity, resulting in permanent severe neurological damage requiring lifetime care.

Jury verdict of $35,236,000 was affirmed on appeal; judgment has been partially satisfied with $10,550,000 already paid, with this $2 million appropriation completing the settlement agreement.

Payment shall be placed in a special needs trust created exclusively for Darian Brown's benefit to compensate for injuries and damages sustained.

Attorney fees, lobbying fees, and related costs are capped at $250,000 total (15 percent of first $1,000,000 and 10 percent of second $1,000,000), with taxable costs for the underlying civil action collectible separately.
