Creates section 381.04016, Florida Statutes, establishing the Office of Minority Health's duties and responsibilities for addressing racial and ethnic health disparities in Florida.

Requires the Office of Minority Health to develop a statewide minority health plan, administer funds for reducing health disparities, organize an interagency Committee for Minority Health, and submit annual policy recommendations to the Governor and Legislature by January 15.

Mandates the Department of Health, Agency for Health Care Administration, Department of Elderly Affairs, Department of Corrections, and Department of Juvenile Justice to consider minority health issues in their annual planning and research funding decisions.

Requires boards and advisory bodies under the Department of Health, Agency for Health Care Administration, and Department of Elderly Affairs to seek equal representation of minority women and men who are knowledgeable about minority diversity issues.

Takes effect July 1, 2012.
