Create section 790.062 allowing the Department of Agriculture and Consumer Services to issue concealed weapon or firearm licenses to active servicemembers and honorably discharged veterans regardless of age requirements.

Permit fingerprints for license applications to be submitted through law enforcement agencies, military provosts, or other military law enforcement units in addition to existing methods.

Amend section 790.015 to allow servicemembers and honorably discharged veterans to carry concealed weapons as nonresidents in Florida regardless of the 21-year age requirement.

Add criminal penalties for reckless or negligent discharge of firearms on property used primarily as a dwelling or zoned exclusively for residential use, making such discharge a first-degree misdemeanor.

Effective upon becoming law.
