Authorizes county boards to use 25% of additional court costs (up to $65 per case) to fund county juvenile electronic and GPS monitoring programs.

Allows courts to place children who commit direct or indirect contempt of court on home detention with or without electronic or GPS monitoring as an alternative sanction.

Permits courts to place children under electronic or GPS monitoring restrictions at any time after arrest for a delinquent act and during case pendency.

Authorizes courts to modify probation conditions to include electronic or GPS monitoring when suspending a commitment disposition within 60 days.

Allows use of electronic or GPS monitoring programs to enforce geographical boundary restrictions on juvenile sexual offenders placed in community-based treatment alternatives.
