Creates the Destination Resort Trust Fund within the Department of Gaming Control to receive licensing fees and gross receipts taxes from destination resorts

Requires trust fund expenditures to be made only through legislative appropriation or approved amendments to the Department of Gaming Control's operating budget

Establishes an automatic termination date of July 1, 2016 unless terminated sooner, with mandatory review conducted pursuant to Florida Statutes section 215.3206

Takes effect contingent upon enactment of HB 487 or similar legislation in the same legislative session and requires approval by three-fifths vote of both houses of the Legislature
