Reduces the application submission deadline for minors to expunge nonjudicial arrest records from 12 months to 6 months after completing a prearrest or postarrest diversion program.

Allows minors arrested for nonviolent misdemeanors or specified felonies (excluding violent crimes, sex offenses, and crimes listed in sections 393.135, 394.4593, 787.025, chapter 794, and others) to expunge their arrest records upon successful program completion.

Excludes arrests involving domestic violence, sexual predator registration predicates, and sexual offender registration requirements from eligibility for expunction.

Applies retroactively to minors who completed diversion programs on or after July 1, 2000, with a 6-month application deadline measured from July 1, 2012 for those who completed programs before the effective date.

Takes effect July 1, 2012.
