Establishes that engaging in licensed security activities without a license is a first-degree misdemeanor, with second or subsequent offenses elevated to third-degree felonies subject to civil penalties up to $10,000, except within 90 days of license expiration.

Creates enhanced penalties for impersonating licensed security officers or investigators while forcing another person to assist, making it a third-degree felony, elevated to second-degree felony if committed during another felony, and first-degree felony if the felony results in death or serious bodily injury.

Authorizes Class "G" licensed security officers on duty in uniform at critical infrastructure facilities to temporarily detain individuals with probable cause, notify law enforcement immediately, and transfer custody to responding officers.

Permits detained individuals to be searched for weapons only if armed or suspected of carrying firearms or destructive devices that pose a safety threat.

Defines "critical infrastructure facility" to include chemical plants, refineries, power plants, water treatment facilities, natural gas stations, telecommunications offices, deepwater ports, and public transportation facilities that meet security standards.
