Establishes a One-Stop Permitting System by January 1, 2013, administered by the Department of Economic Opportunity with participating state agencies (DEP, DOT, FWC, water management districts) to expedite state development approvals for growth enterprises and provide a single submission point for applications.

Authorizes local governments to adopt ordinances establishing growth enterprise development programs that grant master development approval for manufacturing/export businesses, allowing development consistent with an approved master development order without requiring additional local approvals (except building permits and life safety).

Requires all local governments to adopt a resolution by January 1, 2013, declaring whether they intend to establish a growth enterprise development program and to reconsider this decision annually if not established.

Directs the Department of Economic Opportunity to adopt a model ordinance by October 1, 2012, specifying minimum elements for master development plans, conditions for amendments, and prohibiting modification of approved development rights for 10 years.

Repeals the One-Stop Permitting System Grant Program and Quick Permitting County Designation Program; requires state agencies to distribute information about the new One-Stop Permitting System and local growth enterprise development programs to businesses and economic development organizations.
