CS/CS/HB 529 - Specialized Alzheimer's Services Adult Day Care Act

• Creates licensure designation for adult day care centers providing specialized Alzheimer's services through the Agency for Health Care Administration, prohibiting centers from claiming this designation without official approval.

• Requires center operators hired after July 1, 2012 to have either a bachelor's degree in health services plus 1 year supervisory experience and 1 year dementia care experience, or be a licensed nurse with supervisory and dementia experience, or have 5 years supervisory experience with 3 years dementia care experience.

• Mandates staff training including 4 hours of dementia-specific training within 3 months of employment and 4 additional hours for direct care staff within 6 months, with Department of Elderly Affairs approval and employee certification required.

• Establishes minimum standards including 1 staff member per 5 participants, therapeutic activities at least 70% of operating hours, secured units with alarm devices, monthly health assessments, individualized care plans reviewed quarterly, and prohibition of self-medication.

• Requires comprehensive participant documentation including data sheets with current photograph and identification program status completed within 45 days before or 24 hours after admission, with annual updated medical documentation.
