• Defines "amenity" as tangible or intangible benefits offered to tenants at no fee, such as recreational facilities and programs, established by the National Council of Affordable Housing Market Analysts.

• Requires park owners to meet with homeowners' associations at least 60 days before submitting prospectus or offering circular amendments to the Division of Florida Condominiums, Timeshares, and Mobile Homes; division cannot approve amendments without meeting this requirement.

• Mandates park owners provide prospective lessees with a mobile home expense disclosure document containing past, present, and estimated future lease-year amounts and factors affecting rent variations, along with the prospectus or offering circular.

• Increases relocation assistance payments: raises park owner contributions to Florida Mobile Home Relocation Corporation from $2,750 to $4,000 for single-section homes and from $3,750 to $5,500 for multisection homes; increases homeowner payments from $3,000 to $5,000 for single-section and from $6,000 to $7,500 for multisection homes.

• Modifies abandonment compensation provisions by replacing fixed amounts ($1,375 and $2,750) with market value based on NADA Manufactured Home List (capped at $3,000 and $6,000), and removes provisions allowing concrete block homeowners on 99-year leases to participate in homeowners' associations.
