Creates section 1008.347, Florida Statutes, establishing minimum standards for parental involvement in public schools for prekindergarten through grade 5 students.

Requires teachers to evaluate parental involvement quarterly on three criteria: student attendance/tardiness, parental response to communication requests, and submission of complete emergency and medical information.

Sends parental involvement evaluations to parents with quarterly assessments, marking "needs improvement" for one qualifying incident or "unsatisfactory" for two or more incidents in a quarter (such as 5+ unexcused absences, 10+ unexcused tardies, or 5+ unanswered teacher communication requests).

Establishes a dispute process allowing parents to challenge evaluations through discussions with the principal and teacher regarding how the evaluation was determined and steps to improve.

Requires district school boards to submit annual reports on parental involvement evaluations to the Department of Education by August 1, with the department submitting a final statewide report to state leadership.
