Creates a "Breeders' Cup Permanent Meet" special thoroughbred race meet to be conducted annually at a Florida facility designated by Breeders' Cup Limited, running from the first day of Breeders' Cup races through November 30.

Exempts the Breeders' Cup Permit from referendum requirements and mileage limitations that normally apply to pari-mutuel permits, and authorizes pari-mutuel wagering on races during the meet.

Prohibits thoroughbred racing within 35 miles of the Breeders' Cup facility on meet days; affected facilities receive tax credits up to $950,000 annually to offset lost racing days.

Grants the Breeders' Cup Permit holder tax exemptions on handle for live Breeders' Cup races and up to $950,000 in tax credits each for purses and capital improvements during the meet; permit holder is exempt from purse and horsemen payment requirements on those days.

Allows the Breeders' Cup facility to obtain a slot machine license if located in a county where slots are authorized, and permits broadcast of races to out-of-state and international betting systems with division approval.
