Creates the Black Cultural Tourism Enhancement Commission within the Department of State with independent authority to exercise its specified powers and duties.

Commission shall provide financial and technical assistance to black cultural sites and events to expand tourism, create jobs, and stimulate economic development through marketing.

Commission shall provide training for tour guides and operators at black cultural sites, and provide resources to educators for teaching black history and supporting student tours.

Commission composition includes 13 members appointed by the Governor (3), President of the Senate (2), Speaker of the House (2), Secretary of State (2), Commissioner of Education (2), and Florida Conference of Black State Legislators (2).

Commission members serve without compensation but are entitled to reimbursement for per diem and travel expenses, and may establish or designate a direct-support organization to receive grants and donations for black cultural sites.
