Codifies and reenacts the Hillsborough County Aviation Authority's special acts, consolidating prior legislative authority into a single comprehensive charter while serving as a reviser's bill to delete expired provisions, correct errors, and improve clarity.

Creates a 5-member governing board consisting of the Mayor of Tampa (ex officio), one Board-selected county commissioner (ex officio), and three members appointed by the Governor for 4-year terms, with no compensation for members.

Grants the Authority extensive powers including control over county airports, authority to issue bonds (which must be self-liquidating and payable only from Authority revenues), establish rates and fees, acquire property by eminent domain, and manage concessions and facilities.

Establishes bondholder rights and remedies, including appointment of trustees, mandatory rate-setting provisions, and receivership authority if the Authority defaults on principal or interest for 30 days or fails to comply with bond agreements.

Repeals prior chapters 2003-370 and 2007-292 while preserving all existing Authority actions, contracts, and bondholder rights; takes effect upon becoming law.
