Expands the definition of "open party" to include social gatherings at any premises, not just residences, and applies existing restrictions to all such gatherings.

Prohibits persons 18 years or older who control premises from allowing an open party where they know alcoholic beverages or controlled substances are possessed or consumed by minors.

Creates new prohibition against providing alcoholic beverages or controlled substances to minors at open parties.

Establishes criminal penalties: second-degree misdemeanor for first violation of subsection (2), first-degree misdemeanor for second or subsequent violations, and first-degree misdemeanor if violations cause serious bodily injury or death.

Effective date: July 1, 2012.
