Prohibits local governments from applying transportation or school concurrency requirements and proportionate-share contributions for new development until July 1, 2015, unless authorized by a two-thirds vote of the governing authority.

Exempts proportionate-share contributions or construction assessed on existing developments before July 1, 2012 from the prohibition.

Requires new developments to receive a certificate of occupancy by July 1, 2016 to maintain exemption from concurrency and proportionate-share requirements; developments that miss this deadline become subject to applicable fees and requirements.

Prohibits counties, municipalities, and special districts from imposing new or existing impact fees and transportation mitigation fees on new development until July 1, 2015, unless authorized by a two-thirds governing authority vote; existing fees in place July 1, 2011 must be reauthorized.

Both prohibitions expire July 1, 2016, and do not apply if implementation would invalidate existing contracts, debt obligations, or bond covenants; developers may elect to opt into fees and requirements in writing.
