Expands the definition of "manufacturer" effective July 1, 2014, to include persons who provide or lease cigarette manufacturing machines at retail establishments that enable customers to fabricate, assemble, or process tobacco products into rolls or tubes for smoking.

Authorizes wholesale dealers to extend credit for tobacco product sales to retail dealers at their discretion, provided the retail dealer holds a valid permit under chapter 569.

Requires the division to suspend or deny renewal of retail permits for any person, officer, or stockholder who fails to satisfy a civil judgment for unpaid tobacco product purchases from a wholesale dealer.

Maintains permit suspension until the retail dealer submits proof of either an agreed payment plan with the wholesale dealer or full satisfaction of the civil judgment.

Takes effect July 1, 2012, except for the manufacturer definition amendment which takes effect July 1, 2014.
