Expands bullying and harassment prohibitions to include off-campus conduct through electronic devices if it creates a hostile school environment, infringes on victim's school rights, or materially disrupts the education process or school operations.

Defines "cyberbullying" as bullying through technology or electronic communication including email, Internet communications, instant messages, and impersonation on websites or social media if it creates bullying conditions.

Adds "emotional pain or discomfort" and "private humiliation" to the list of behaviors that may indicate bullying.

Requires school districts to include instruction in their anti-bullying policies on recognizing behaviors that lead to bullying and harassment and taking appropriate preventive action.

Mandates that investigations of computer-related bullying complaints be conducted by school officials using computers without web-filtering software installed.
