Amends Florida law governing special alcoholic beverage licenses for restaurants in Citrus County by revising minimum criteria.

Requires restaurants to have 2,500 square feet of service area, equipment to serve 150 persons full-course meals at tables, and 51 percent of gross revenue from food and nonalcoholic beverages.

Permits restaurants with 4,000 or more square feet of service area to operate a cocktail lounge or open bar without limiting alcoholic beverage consumption to table service with meals.

Allows restaurants with 2,500 to 4,000 square feet of service area to provide a cocktail lounge or open bar serving up to 10 percent of restaurant capacity, with unrestricted alcoholic beverage consumption in that area.

Prohibits sales of alcoholic beverages for off-premises consumption and takes effect upon becoming law.
