Creates section 626.84195, F.S. to establish a public records exemption for proprietary business information submitted by title insurance agencies and insurers to the Office of Insurance Regulation.

Defines "proprietary business information" to include business plans, internal and external audit reports, trade secrets, and financial data (revenue, losses, gross receipts, taxes, capital investment, customer identification, employee wages) that is owned by the submitter and not publicly disclosed.

Exempts proprietary business information from public records disclosure under Florida Statutes section 119.07(1) and Florida Constitution Article I, section 24(a) until the information becomes publicly available or is no longer treated as proprietary.

Permits disclosure of aggregated industry-wide data from multiple title insurance agencies and insurers to the public without revealing the identity of individual companies.

Automatically repeals the exemption on October 2, 2017 unless the Legislature reviews and reenacts it, and takes effect contingent upon HB 643 or similar legislation becoming law.
