Exempts portions of peer review panel meetings for the James and Esther King Biomedical Research Program and William G. "Bill" Bankhead, Jr., and David Coley Cancer Research Program from public meeting requirements under Florida Statutes section 286.011 and the State Constitution.

Makes records generated by peer review panels relating to application reviews confidential and exempt from public records disclosure, except for final recommendations.

Classifies research grant applications held by peer review panels as confidential and exempt from public disclosure under Florida Statutes section 119.07(1).

Allows disclosure of confidential information only with express written consent of the individual or their legally authorized representative, or by court order upon showing good cause.

Subjects the exemptions to the Open Government Sunset Review Act and repeals them on October 2, 2017, unless the Legislature reenacts them; effective date is contingent on passage of HB 655 or similar legislation.
