Expands the definition of "customer-owned renewable generation" to include electricity generation sufficient to serve the property owner's tenants in addition to the owner's own electricity needs.

Allows customers of public utilities who install renewable generation systems to sell the generated renewable energy directly to their tenants and separately bill them for the electricity sold.

Allows customers of municipal electric utilities and rural electric cooperatives who install renewable generation systems to sell and separately bill tenants for renewable energy generated on the customer-owned property.

Requires the Florida Public Service Commission to adopt rules administering the renewable energy provisions and establishing expedited interconnection and net metering requirements for public utilities.

Requires municipal electric utilities and rural electric cooperatives to file annual reports by April 1 detailing customer participation in interconnection and net metering programs, including the number and capacity of systems and total energy net metered.
