Establishes 20-year permit terms for solid waste management facilities designed with leachate control systems meeting department requirements for applications or renewals on or after October 1, 2012.

Allows 10-year permit terms for facilities without compliant leachate control systems if the applicant operated at the same site for at least 4 years 6 months, has no violations, and is in financial assurance compliance.

Creates a solid waste landfill closure account within the Solid Waste Management Trust Fund to pay for closing and long-term care of facilities under specified conditions, with reimbursements from insurance companies deposited into this account.

Requires owners or operators of solid waste management facilities receiving waste after October 9, 1993 to provide financial assurance for corrective actions related to water quality violations, using the same mechanisms available for closure costs.

Appropriates $2,888,460 in nonrecurring funds from the Solid Waste Management Trust Fund for closing and long-term care of solid waste management facilities, effective upon enactment; general provisions take effect July 1, 2012.
