Amends section 489.537, Florida Statutes, to clarify that municipalities and counties may regulate electrical contractors through permits, fees, inspections, and plans approval while not imposing additional certification requirements beyond state standards.

Reduces the minimum facility size threshold for requiring a licensed electrician on industrial or commercial construction sites from 50,000 to 5,000 gross square feet.

Changes the voltage threshold requiring licensed electrician supervision from 77 volts to 98 volts for electrical work.

Allows municipalities and counties to require licensed electricians to possess a local certificate of competency based on passing a competency examination, rather than requiring graduation from a specific institute or state licensure.

Takes effect July 1, 2012.
