Designates September of each year as "American Founders' Month" and authorizes the Governor to annually issue a proclamation urging civic, fraternal, religious organizations, and educational institutions to observe the occasion.

Requires each district school board to celebrate American Founders' Month by providing instruction focusing on founding figures, founding documents (Declaration of Independence, Constitution, Bill of Rights, Federalist Papers), and principles such as individual liberty, limited government, and natural law.

Permits instruction on American Founders' Month to be integrated into existing school curriculum through supplemental lesson plans, school assemblies, or school-related activities.

Requires the Department of Education to distribute this section to district school boards at the beginning of each school year, and requires superintendents to distribute copies to all school administrators and instructional personnel.

Effective date is July 1, 2012.
