Directs the Governor to negotiate and execute an amendment to the Seminole Tribe gaming compact to authorize expanded class III gaming including all banked card games, roulette, and craps at existing compact locations.

Requires the compact amendment to extend the guaranteed minimum revenue sharing cycle and term from 5 years to 20 years after the effective date of the compact.

Mandates the Seminole Tribe increase guaranteed minimum annual revenue sharing to at least $750 million per year in exchange for the additional covered games.

Designates the Governor as the state officer responsible for negotiating and executing amendments to tribal-state gaming compacts, with any amendments altering covered games, revenue sharing amounts, or exclusivity requirements subject to legislative ratification.

Requires the Governor to submit executed compacts or amendments to the Legislature for ratification by majority vote in both houses before effectiveness.
