Creates the Educational Excellence Endowment Fund administered by the Statewide Florida College System institution direct-support organization to enhance education programs related to employment, job certifications, and specialized degree programs.

Creates the Juvenile Justice Education and Training Endowment Fund administered by the Department of Juvenile Justice direct-support organization to fund job certification, trade and college degree programs, and community reentry training.

Requires the Department of Education to transfer 1.5 percent of Educational Enhancement Trust Fund revenues to the college system endowment and 0.5 percent to the juvenile justice endowment.

Allocates gaming revenues as follows: 1.5 percent of Seminole Tribe gaming compact payments and slot machine revenues to the college endowment fund, and 0.5 percent to the juvenile justice endowment fund; also allocates 1.5 percent of cardroom tax revenues to the college endowment and 0.5 percent to the juvenile justice endowment.

Directs both endowment funds to invest deposited revenues and use only accrued interest for education program enhancements and employment-related opportunities.
