Changes verification requirement from "office prior to" to "department before" transfer of state funds to applicants for match funding documentation.

Establishes tiered legislative review process: awards exceeding $5 million require Legislative Budget Commission approval before release; awards between $2-$5 million require 10-day written notice to legislative leaders with objection rights; awards of $2 million or less require no legislative notice or review.

Removes requirement for Governor to consult with President of the Senate and Speaker of the House before approval and shifts responsibility for fund release from Executive Office of the Governor to the department.
