Revises the definition of "last known address" to include addresses provided by tenants through hand delivery, first-class mail, or e-mail in change-of-address notices.

Authorizes self-service storage facility owners to send lien enforcement notices to tenants by e-mail or first-class mail with certificate of mailing, in addition to in-person delivery.

Requires owners who send e-mail notice of pending sales to follow up with first-class mail if they receive no response, return receipt, or delivery confirmation from the e-mail address.

Changes the presumption of notice delivery from requiring registered mail to simply requiring deposit with the United States Postal Service with proper addressing and postage prepaid.

Requires rental agreements and rental applications to include a provision disclosing whether the applicant is a member of the uniformed services as defined in 10 U.S.C. § 101(a)(5).
