Prohibits governmental units from entering into construction contracts for facilities that require, prohibit, encourage, or discourage bidders or contractors from entering into collective bargaining agreements.

Prohibits governmental units from awarding grants, tax abatements, or tax credits conditioned on requiring collective bargaining agreement terms in construction or improvement contracts.

Voids any collective bargaining-related terms placed in bid specifications, project agreements, or other controlling documents for facility construction, repair, remodeling, or demolition.

Extends the protest deadline for solicitation terms and conditions from 72 hours to 7 days after posting, while maintaining the 72-hour deadline for other agency decisions.

Exempts contracts executed before the bill's effective date and preserves protections for labor activities under the National Labor Relations Act.
