Amends legislative findings in s. 823.15 to address importation of dogs and cats alongside uncontrolled breeding, emphasizing disease transmission risks and need to reduce euthanasia rates in shelters.

Requires all public and private animal shelters and animal control agencies to maintain detailed records including animals taken in by category (surrendered, strays, impounds, confiscations, imports) and disposition outcomes (adoptions, reclaims, euthanizations, transfers).

Establishes that shelter records are public records under chapter 119 and must be available to the public at a maximum cost of $1 per one-sided copy.

Expands health requirements in s. 828.29 to include dogs transported into Florida "for adoption" in addition to for sale, requiring veterinary certification of tests, vaccines, and anthelmintics administered 14-30 days before entry.

Makes county and city animal control agencies and registered nonprofit humane organizations subject to vaccination and health certification requirements for imported dogs, effective July 1, 2012.
