Allows local governments to use a portion of local government infrastructure surtax proceeds to provide loans, grants, and rebates to residential property owners for energy efficiency improvements, subject to voter approval by referendum.

Defines "energy efficiency improvement" to include air sealing, insulation, HVAC systems, solar panels, window replacement, EV charging equipment, efficient lighting, and other measures that reduce energy consumption.

Provides preference for assistance to low-income seniors, Florida veterans, and disabled adults who make energy efficiency improvements to their residential property.

Requires a local government ordinance authorizing the energy efficiency improvement program to be approved by referendum before surtax proceeds can be used for this purpose.

Takes effect July 1, 2012.
