Prohibits operation of vehicles on Florida roads after expiration of the renewal period or, for natural persons, after midnight on the owner's birthday unless registration has been renewed.

Allows motor vehicle registrants who renewed during the advance renewal period to apply for a refund of license taxes if they surrender the license plate before the end of the renewal period.

Creates a minimum refund threshold of $3 or more for license tax credits on destroyed or permanently removed vehicles.

Takes effect July 1, 2012.
