Modifies work experience verification requirements for CPA applicants, changing from "under the supervision of" to "verified by" a licensed CPA for applicants applying after December 31, 2008.

Adds a new endorsement pathway allowing CPAs with at least 10 years of valid licensing in another state or territory to qualify without meeting all standard educational requirements, provided they passed an equivalent licensing exam and completed continuing education equivalent to Florida requirements during the preceding 2 years.

Extends the deadline for inactive or delinquent CPA license reactivation from June 30, 2011 to June 30, 2014 for those notifying the Board of Accountancy by December 31, 2012 and meeting specified continuing education requirements of 120 hours.

Creates a new reactivation process for licenses delinquent due to failure to report completed continuing education, requiring payment of an application fee and submission of a complete application by March 15 following the delinquent period.

Requires the Board of Accountancy to complete a report on potential cost savings from privatizing the Division of Certified Public Accounting by November 30, 2012.
